EdChoice, one of many schemes which lets parents use state tax vouchers to put their children in private schools (reducing the allocation to the home public school system) is under fire and a plan in the Ohio Legislature would replace the school performance criterion with an income criterion. Voucher plans are criticized because enough transfers out can reduce a public school system’s tax allocation to below the amount it needs to operate — which under the present voucher system removes a choice from students who might have none.
