Independent (or is it special) counsel Robert Mueller testifies before Congress, pretty much sticking to his report on his two-year investigation into whether the Russians tampered with the U.S. election (they did), whether Trump took part in it (maybe) and whether he tried to hinder the investigation (yep) and whether he could be charged (no) — and once again, both sides are declaring victory.
