The Lake Erie Bill of Rights, approved by 60 percent of the nine percent of elegible voters who turned out in Toledo, gives anyone the right to sue anyone over Lake Erie pollution — and that includes the small farmer which has been an easy political target when it comes to getting in front of the cameras.
